Pembroke Square Is Turning Into a Whole New Neighborhood. Here's What's Opening

If you grew up shopping at Pembroke Mall, the property at the corner of Virginia Beach Boulevard and Independence Boulevard doesn't look like much of anything you remember anymore. The old mall is gone, and in its place is a $200 million redevelopment called Pembroke Square that's turning one of Virginia Beach's most familiar addresses into a live-stay-dine-and-be-entertained destination.
The project has been years in the making, first announced back in 2021, and it's now far enough along that you can actually see — and eat at — the vision coming together.
What's already open?
A handful of the new additions are up and running. Fogo de Chão opened on the property over Memorial Day weekend in 2025, marking the popular Brazilian steakhouse chain's first Hampton Roads location. The senior living community, Aviva Pembroke, is open as well, along with Funny Bone Comedy Club and DraftCade, which relocated to the site with a larger showroom, dozens of craft beers on tap, and a full arcade. Kura Revolving Sushi Bar, the conveyor-belt sushi concept known for its robot drink delivery and interactive ordering, has also joined the dining lineup at Pembroke Square.

What's still under construction?
There's more on the way. The Tempo by Hilton hotel a seven-story, new-to-market property with a rooftop bar and meeting space is under construction and expected to open in the coming months. A 13,000-square-foot retail space, in the footprint of the former Coastal Edge store, is being built out for a new-to-market tenant expected to open later this year.
The biggest piece is still to come: a seven-story apartment building with more than 280 units, planned for the former center of the mall, with construction slated to start late this summer. Developers have also said the plan includes a public green space next to the apartments, meant to host the same kind of community events the mall used to bring to the area.
Why it matters for Virginia Beach
Pembroke Square sits about as centrally as it gets in Virginia Beach, and this redevelopment is turning a property that anchored the city for decades into something closer to a walkable, mixed-use district. Restaurants, entertainment, a hotel, senior living, and apartments all within a short walk of each other. Pembroke Realty Group has said the timing lines up with growth happening across the surrounding area, and the city has backed the project with tens of millions of dollars toward new parking garages to support it.

A redevelopment on this scale tends to bring rising interest — and rising demand — to the neighborhoods around it, and Pembroke sits close to Town Center, the Virginia Beach Town Center business district, and some of the city's most established residential pockets.
